Official statistics in Israel are mainly produced by the ICBS, but also by Ministries and by national institutions. Together, these bodies form the National Statistical System (NSS). However, there is a need to align the statistics produced with international standards. 

An outcome of the previous Twinning Project (2013-2014) between Statistics Denmark and the ICBS was the realization that the ICBS and the NSS should develop the necessary technical and legal infrastructures for modernizing the processes of producing official statistics. The modernization process should strive to adopt relevant European standards, as well as other international standards such as the European Statistics Code of Practice (ES CoP). The ES CoP was formally adopted by the ICBS in March 2014. In addition, following the State Comptroller's report, the ICBS management started promoting mechanisms for coordination of the NSS, in an attempt to streamline and ensure the quality of official statistics produced. 

As part of this Twinning Project, ICBS is willing to foster quality management and assessment of official statistics in Israel, both in ICBS and in the NSS. 

The expected results of component A are:​

  • ​​ Th​e ICBS and its staff will be able to prepare comprehensive quality reports according to the requirements found directly and indirectly in the Code of Practice.

  • ​​ A common framework will be created for the actors at the NSS in Israel to assess and report on the quality of Statistics.​
