As a result of Israel's accession to the OECD, the number of field surveys conducted by ICBS has more than doubled during a few years. The challenges to be addressed are the need for guidance and support, as well as monitoring the data collection operation, both in the field and in the telephone data collection center.

At the same time, there is a concern about the report burden imposed on businesses as well as on individuals and households. ICBS would like to adopt accepted methodologies and adjust them to the Israeli economy and society. Another purpose of the Twinning project is the integration of various data collection tools, including questionnaire design, for improving the methodology of web data collection.

The expected results of component D are: 

  • Quality control methods and tools for monitoring field interviewers.
  • Quality control methods and tools for monitoring telephone interviewers.
  • A manual of guidelines for interviewers.
  • Guidelines on cognitive aspects of questionnaire and interview design.
  • At least one web questionnaire designed in detail.
  • Guidelines on how to measure and reduce response burden on enterprises.
